The term 'policy management' describes an entire series of processes from ideology and conception, drafting policy and designing systems, and policy implementation, to evaluation. These elements of policy management are interdependent and require not only dialogue between academic disciplines, but also mutual exchange between policy research and policy practice. Such an approach to scholarship and practice is vital, particularly in times of change and turmoil, when we cannot rely only on existing theories and rules based on past experience.
This book presents a guideline for future approaches to public policy, analysis and evaluation, and direction. It then examines the current state of policy formation in various policy areas within the context of today's political system, administrative structure, and economic climate; and presents new policy issues. In addition, thoughts on new legal systems arising from technological innovation and social transformation are being explored.
